Re “The Apogee of Arrogance,” (page 4, Oct. 9):
Andrew Kalloch’s opinion piece in favor of term limits seems to rest on an assumption that the voting public – even in a place as sophisticated as New York City-can be easily manipulated. If this is true, then the term limits debate is irrelevant. Elites would just find some other way to manipulate voters without using incumbency-say, control of the media or control of popular thought and culture.
